ABC News reports former national security advisor Michael Flynn made his decision to plead guilty and cooperate with the special counsel in the last 24 hours, is prepared to testify against the president, and is facing serious financial strain:

Subsequent pages detail the information the special counsel is willing to make public at this time, including a timeline of Flynn's contacts with the Russian ambassador and how he first was operating under the instructions of a Presidential Transition Team (PTT) "senior official" and then a "very senior member" of the PTT:

Flynn signed the statement on Thursday November 30, 2017, agreeing that it does not include everything he knows about what happened:

In spite of the information contained in the Statement of the Offense, President Trump's attorney Ty Cobb released a statement claiming the Flynn plea does not implicate anyone other than the former national security advisor himself. 

Senator Dianne Feinstein (D-CA), ranking member of the Senate Judiciary Committee, also released a statement which reads, in part:

“Michael Flynn’s guilty plea is about more than just lying to the FBI. What he lied about and when he did it are of even greater significance.

“This shows a Trump associate negotiating with the Russians against U.S. policy and interests before Donald Trump took office and after it was announced that Russia had interfered in our election. That’s a stunning revelation and could be a violation of the Logan Act, which forbids unauthorized U.S. citizens from negotiating with a foreign power...
