"No actual votes were changed" is his opinion. We actually do not know this to be true. The intelligence community did not make this assessment.
In fact, it stated the following:
While we have no evidence Russian operatives changed physical votes, the Russian influence campaign most likely had an impact on how voters felt about the candidates, potentially changing votes.
