Trump Still Stalling Russia Sanctions

As President Trump continues not to implement sanctions on Russia as required by law, The Daily Beast notes that members of Congress, while frustrated, have little recourse:

[A]side from procedural tactics, Congress is essentially powerless in compelling the executive branch to follow through on the law it forced them to sign.

The House Foreign Affairs Committee reportedly is asking questions but getting no answers:

The administration has thus far only named the federal departments and agencies working on the issue: the State Department, Treasury Department, and the Office of the Director of National Intelligence.

Senators John McCain (R-AZ) and Ben Cardin (D-MD) are struggling to get any substantive response to a letter they sent President Trump on September 28th which reminded the administration it was facing an October 1st deadline.  Senator Cardin also met with Secretary of State Rex Tillerson October 11th who allegedly "assured him the administration was taking the issue seriously." But since then, Senator Cardin says, nothing has happened:

“We should’ve heard by now. So we are disappointed. We have not gotten any follow-up from the letter and from the conversation I had with Secretary Tillerson,” Cardin told The Daily Beast. “There are opportunities that we plan to take advantage of. We have hearings, we have appropriations bills—there are a lot of things we can express ourselves on. And we’ll use every opportunity we can.”
